Ralph E. Haines (1883-1976) was born in Vinton, Iowa. He received his commission in the Coast Artillery Corps in 1910, and later commanded the 70th Coast Artlillery from 1938 to 1941. He commanded the harbor defenses of at Narrangansett Bay, then at San Francisco from September 1942 until his ritrement in August 1945.
